Set pressure cooker to sauté (if available.) Add meat when hot. Brown meat and break it up as it cooks.
Add onion flakes, minced garlic, tomatoes, tomato paste, water, sugar, oregano, basil, fennel seed, salt and pepper to pot and mix with browned meat.
Place lid on pressure cooker and set valve to sealing. Set timer for 20 minutes.
After the cook time is complete, do a "quick release." Once the pressure has dropped, open the lid and stir the sauce.
Serve over cooked pasta and garnish with Parmesan cheese or any of your favorite toppings.
